Elections in North Korea once again delivered a predictable but tightly managed outcome, with Kim Jong Un at the centre of a system designed to ensure near-total political control.

The March 15 vote to elect members of the Supreme People’s Assembly saw candidates backed by the Workers’ Party of Korea win every single seat, according to Korean Central News Agency. Official figures claimed 99.93 per cent of votes in favour, alongside an extraordinary turnout of 99.99 per cent.

The structure of the election itself highlights its controlled nature. Each constituency featured only one pre-approved candidate, leaving voters with a binary choice: endorse the nominee or reject them. With no opposition parties or independent contenders, the process functions more as a confirmation exercise than a competitive democratic vote.

Even within this framework, the reported 0.07 per cent of “no” votes stood out. While negligible, the figure is significant as it marks one of the rare instances in decades where dissent – however small – has been officially acknowledged in election results.

The system ensures that all 687 representatives in the assembly come from across sectors such as the military, labour and administration, but remain aligned with the ruling establishment led by Kim. Since taking power in 2011 after Kim Jong Il, Kim has overseen elections that reinforce a centralised political structure rather than introduce electoral competition.

In effect, the latest parliamentary vote reflects the design of North Korea’s electoral system – one that delivers overwhelming mandates and full legislative control to the leadership, with outcomes that reaffirm authority rather than challenge it.
