The Ministry of Coal has constituted a two-member technical team to analyse the Notice Inviting Tender (NIT) on November 28, 2025, for appointment of a Mine Developer and Operator for the Naini coal block of Singareni Collieries Company Ltd. in Odisha.
Constituted on the directions of Union Coal Minister G. Kishan Reddy, the technical team comprising Chetna Shukla, Deputy Director General in the Ministry of Coal, and Marapally Venkateshwarlu, Director in the MoC, would examine and analyse the NIT for Naini block.
The terms of reference of the technical team are to analyse the NIT and identify the reasons which led to cancellation of the tender process, comparision of practices adopted by the other coal companies in preparation of NIT for MDOs and outsourcing works for coal extraction, to analyse whether the CSR spending pattern and quantum is in accordance with statutory CSR provisions and to visit the SCCL headquarters.
Naini MDO was first awarded to Adani Enterprises in December 2021, but the contract was cancelled as the company quoted 44.82% excess than the value estimated by SCCL.
The team has been instructed to submit the report within three days, according to an office memo issued by the MoC.
