Government of Odisha on Wednesday outlined a roadmap to expand the use of artificial intelligence across public services, healthcare, agriculture and governance, as the state looks to scale up digital infrastructure and position itself as a key hub in India’s emerging AI ecosystem.
Senior state officials, addressing the media at the India AI Impact Summit, said Odisha’s strategy was focused on moving from pilot projects to population-scale implementation, with an emphasis on governance frameworks, local-language applications and domestic computing capacity.
The state said AI deployment would be prioritised across five sectors — healthcare, education, agriculture, disaster management and governance — with use-cases designed for frontline service delivery, particularly in rural, tribal and low-literacy communities. Officials said the aim was to integrate AI into everyday public services rather than limit it to experimental projects.
Key initiatives include AI-assisted clinical decision support for rural healthcare, voice-based citizen service platforms in the Odia language, precision agriculture advisories delivered through AI-powered systems and flood forecasting models to aid disaster planning.
The state said these projects are being taken through a structured process from departmental identification and pilots to statewide rollout.
Vishal Kumar Dev, Additional Chief Secretary, Electronics and IT Department, said Odisha was building formal governance structures around AI, including a dedicated task force, earmarked budgets and procurement reforms, to support faster execution and cross-department adoption.
“We are institutionalising AI through clear governance, dedicated budgets and execution frameworks. Odisha is moving from being a technology adopter to a technology creator ready to partner with industry, startups and global players to scale responsibly,” Dev said.
State officials also highlighted plans to invest in computing and data infrastructure, citing Odisha’s power surplus and fiscal position as enabling factors for supporting large-scale data centres and advanced AI workloads.
The government said this could help attract global capability centres and technology investments while generating high-skill employment.

A central element of the strategy is the development of Odia-language datasets to support voice-first and text-based AI systems. T
he state said it has contributed more than 1,600 literary datasets to national repositories and is building additional text and audio resources to improve the accuracy and usability of AI tools for local users.
The roadmap is aligned with Odisha’s longer-term Digital Odisha Vision 2047, which aims to expand the role of technology in economic growth and public service delivery.
Officials said the approach is designed to ensure that AI adoption remains inclusive and accessible, particularly for communities with limited digital literacy.
The initiative comes as Indian states step up efforts to attract investment in data centres, electronics manufacturing and emerging technologies, amid growing national focus on building domestic AI capabilities.
