More than 1.15 lakh gram panchayats across the country have adopted SabhaSaar, an AI-enabled voice-to-text platform launched to digitally record and summarise Gram Sabha proceedings, the government informed Parliament on Tuesday.
The SabhaSaar platform, launched by the Ministry of Panchayati Raj in August 2025, enables automated transcription and summarisation of village-level meetings, helping track key governance parameters such as meeting frequency, participation levels and discussion outcomes.
As on February 4, 1,15,115 out of 2.68 lakh gram panchayats, or 42.86 per cent, have generated minutes of meetings using the AI-driven tool, Union Minister Rajiv Ranjan Singh alias Lalan Singh said in a written reply to the Lok Sabha.
States such as Tamil Nadu and Odisha have recorded adoption rates of over 99 per cent, while Dadra and Nagar Haveli and Daman and Diu, Ladakh and Tripura have also reported high uptake. Larger states including Uttar Pradesh, Andhra Pradesh, Bihar and Chhattisgarh have seen steady but varied adoption, the data showed.
The SabhaSaar system converts audio and video recordings of Gram Sabha meetings into structured digital text, enabling accurate documentation and better monitoring of grassroots governance.
The platform uses Automatic Speech Recognition services provided by BHASHINI, the government’s language translation initiative, and supports transcription in multiple Indian languages, including Kannada, to improve accuracy and inclusiveness.
To ensure reliability, panchayat officials are allowed to review, validate and edit draft minutes before final approval, the minister said.
The AI infrastructure powering SabhaSaar is provisioned through the IndiaAI Compute Portal under the IndiaAI Mission, with all data processed within government-controlled systems.
No third-party service providers are involved, and data protection safeguards comply with the Digital Personal Data Protection Act, 2025, the reply said.

The ministry has also issued standard operating procedures, training guidelines and infrastructure advisories to states to enhance the quality of recordings and AI transcription.
SabhaSaar forms part of the government’s broader Digital India push to modernise local governance, strengthen transparency and improve citizen participation at the village level, officials said.
